Maybe his citizenship shouldn't be called into question. I have seen this kind of behavior before in people who are truly neutral. Constantly switching sides to balance out the conflict so neither side can truly be the victor.
Such people are rare and I admire them yet hate them. I admire their ability to switch sides mid conflict to better the opposition, but hate them as one hates a spy.

True, you question my ways for betraying my kind and fighting for the underdog, yet you know not my reasons. Johnny, there will be a victor, probably the Amarr, but I ask you to check your wording, I believe you mean traitor or something like that, I am no spy, although I can't speak for others

I do not see them as traitors, but rather as sides as they constantly change. A traitor would imply you once fought for one side now you fight for the other completely.
What I was describing was a person who really never settles and constantly changes to balance the fighting.
Obviously you are not one of this rare mentality.

I gave my oath long ago that I would see to the safety of the Empire at any cost and continue even through great personal sacrifice..... it's a noble calling, and while I have no intention of dying any time soon, the word of my Empress is absolute..... Still I have people in this life that need me, and that I need, to suffer a betrayal in order defend them against the depredations of the darkness of this universe is a small price to pay.

((I believe the reason for Steady's "instability" is due to the fact that he is a second-generation clone (although internal dialogue indicates he believes himself to be a first-generation- one of the original Templar clones, specifically: Templar IX. The reason behind this is unclear, either due to his mind being addled (second-gen clones still had some flaws in them), or he intentionally/unintentionally deluded himself into believing it is the case.
During the Blood Hunt he wrote a small excerpt from a conversation between the dropship pilot, and two unknown individuals (one of which is implied to be CONCORD personnel). However, a small issue with my theory is the fact that while the CONCORD officer does not directly say he is a first-gen, he very heavily implies it:

Still, that does not change the fact that he is a dangerous man. Sometimes to his allies... Sometimes to himself... But always to his enemies.))

Your villa is on Amarr prime? And you are considering making it into a chapel?
No offence, but; I think that the holiest place in the entire Amarr Empire, it's home-world and the starting point of the Amarrian faith... May have enough chapels for the time being.

And you are considering making it into a chapel? No offence, but; I think that the holiest place in the entire Amarr Empire, it's home-world and the starting point of the Amarrian faith... May have enough chapels for the time being.
