((I believe the reason for Steady's "instability" is due to the fact that he is a second-generation clone (although internal dialogue indicates he believes himself to be a first-generation- one of the original Templar clones, specifically: Templar IX. The reason behind this is unclear, either due to his mind being addled (second-gen clones still had some flaws in them), or he intentionally/unintentionally deluded himself into believing it is the case.
During the Blood Hunt he wrote a small excerpt from a conversation between the dropship pilot, and two unknown individuals (one of which is implied to be CONCORD personnel). However, a small issue with my theory is the fact that while the CONCORD officer does not directly say he is a first-gen, he very heavily implies it:

Your villa is on Amarr prime? And you are considering making it into a chapel?
No offence, but; I think that the holiest place in the entire Amarr Empire, it's home-world and the starting point of the Amarrian faith... May have enough chapels for the time being.
