Because it's the original assault variant.
All others are imitations of the base AR.

Breach- Rail Rifle
Burst- Combat Rifle
You wouldn't have a burst CR because it is the burst variant, just like you wouldn't get a Tactical Scrambler Rifle.

For the same reason that you don't see a Tactical Scrambler Rifle, Breach Rail Rifle, or Burst Combat Rifle. The Normal variant of the Plasma Rifle already serves the function/needs of an Assault Conventional Rifle.
Amarrians would prefer you be faithful... I'd rather you be logical.
