If they did let you cannibalise salvaged suits for parts, it should only be for BPC items, not BPO ones. For example; having a Warbarge sub-system that lets you strip down a suit into a bunch of salvage components (broken heat sinks etc) as well as getting 1 consumable item of some, not all, of the fitted modules and weapons. As the sub-system's level increased, you'd be able to get more consumables from the suit.

To make it work you may have to loose most of the suits given, maybe keep just one or two. The better the component the more you have to come across it to keep it. A BPO item takes up to twenty times coming across just to get the chance that it is in the mix to keep. If you keep the BPO then everything else is lost. This means that you went in just for the BPO and to hell with the rest. Sadly, you may get the lesser BPOs far more than the boss ones.
No, you should never get BPOs for stripping suits.

Then there's the matter of potentially salvaging a BPO of the Saga-II's Reactive Deflection Field module and then fitting it to HAVs and ADS.

That is why you make it so that you have to come across the BPO a number of times before the chance to get it even comes up. Then you might not even get the BPO but a BPC version of it. For instance, you have to sacrifice 50 suits for a grenade. The percentage is 5% chance to get the BPO. In the 6% to 10% range you would get a BPC version of the BPO. Basically, a "you missed it by that much," situation. Since you can never have a 100% ability at anything there is always a chance to screw up the process to not get your BPO. Plus, the higher the meta score the more of that item that needs to be sacrififced for the chance.
Or just leave things as they are.

If you're looking to run a versatile logistics suit, go Minmatar. You'll sacrifice HP, but your CPU/PG is higher than Caldari (they are kind of crippled in that respect right now). Plus the bonus is repair tool rate and distance. It's more useful than the Caldari nanohive/needle bonus. You'll get more WP by far, and you can stay safe while repping easier with the increased rep range. With a proto rep tool, I can rep from across most hallways, and avoid crossfire because of it. But understand, it is not meant to be a slayer logi setup. You'll want to run with a heavy, or stick with your team. If you go solo, then use your speed to your advantage. I have a speedy fit with Kin Cats, to run in uplinks quickly if my team is being pushed out of an area. So MinLogi all the way
I'd hold off on anyone speccing Logi at the moment, since Ratatti has said he plans to give Logi's another look at and balance, so CalLogi should be getting a fitting increase.

If you press triangle on any item in the store, it should bring up the stats and info on it. For APEX suits, this includes the fitted weapons, modules and equipment. Anything on an APEX suit is all standard tier gear.
