Don't bother with the STD one and operation skills are a must. A fun weapon, that is pretty much outside by the SMG but the low fitting cost is quite beneficial if I do say so.

I've got proto with proficiency lv3 ((Took it there recently for lol's, sadly never got past advanced when it was "OP")) and aside from amusement, it's not really a good choice. Even the Ion Pistol is a better choice for a serious sidearm, so unless you're just looking for something fun or a challenging weapon, I'd avoid the Flaylock until it gets buffed.

I hear it will be getting some love in the near to mid future, so if it is something that might suit your gameplay it wouldn't hurt to try.
You may also want to wait to see what new militia weapons they put out if there is not a militia flaylock to test out. Then you wouldn't have to waste sp to test it out.
