PLC buff didn't do much. At least, not on a Gallente Commando.
Now, obviously it's not the best weapon in the world for taking out armored tanks but since there are a lot of Gunnlogis running around who are armor tanked anyway, it's kind of a moot point .
I ran dedicated AV with this thing the entirety of the round I just played. There were five tanks on the field, and when I say that the combined efforts of every AV player on my team couldn't put a single one of these things down, I mean it.
Point in case: Blaster Madrugar. Despite my loadout (Gal Commando 5, Advanced Plasma Cannon, Complex Light Damage Modifier) I couldn't do enough damage to punch through the armor repairers. Another player on my team joined in with a prototype swarm launcher, firing in unison with me, still not enough to cover the amount of repair generated from the reppers.
I'd imagine it would have been different if I were running Assault and had gotten close enough to use some AV grenades, but I'd be taking a drawback in the damage department with the PLC and I'd be less likely to defend myself against infantry.
However, the fact that a Madrugar can rep through that kind of alpha damage is astonishing to me and is completely contrary to the 'waves of opportunity' model that was presented with vehicles in 1.7. Suffice to say, I wouldn't mind if it was that difficult if every tank I came across was using a hardener but that match, there didn't seem to be any, they all seemed to have this standard fit of multiple repairers that seemed to make them nigh invulnerable even without the hardeners.
So, my request is pretty simple I suppose, someone make a spreadsheet over-viewing the capabilities of the vehicle armor repairers so I can see just what I'm up against here. I pulled my AV fit(s) out of retirement for the PLC buff, I'd like to know that it was a worthy investment.

Right, so with my current skill set I'd be dishing out about 382 DPS, assuming all rounds hit and I was on the ball with firing as soon as I had the opportunity. That's not even taking into account the resistance profile of armor, so it's a lost cause against two complex heavy repairers.
I dunno, as far as the PLC is concerned, I don't think the Alpha is high enough to warrant the skill intensity and ability to recover/escape from it. Like I said, maybe it'd be different if I could toss some AV Grenades in there but at that point I'm just further decreasing the damage dealt by the PLC, so it's either have some healthy damage on the PLC with a Commando or have AV Grenades on an Assault... Neither are exactly great choices for their own reasons.
Suppose it's time to shelf my AV Fits again until things are better off.

Playing with the PLC earlier today (though not quite as optimized as you are) it feels very weak against armor. Considering the Commando's bonus negates the -10% against armor, it still takes WAY too many shots to destroy the tank. Considering how difficult it is to use at any appreciable range, I think the PLC needs better DPS.
Like my ideas?

The first tank I kill in the beginning of the video doesn't have reps...you can see how hard it is to kill an armor tank with just a plasma cannon.
BUT
I kill a few Sicas and a Gunnlogi with the PLC...so it still works there (as long as they don't run away) My combination of PLC+AV nade+Remotes can kill ANY tank though.
You just really have to specialize towards specific tanks. If it's an armor tank you use AV grenades and remotes. Shield tank calls for a PLC and AV nades or fluxes and swarms.

Well yes if they're not heavily rep fit, its not so bad. Commandos sadly can't fit grenades so that doesnt work, and running PLC without a nanohive is often dubious. I'm not saying its impossible to get kills with it, but its pretty damn hard.
