Why not first wrap up Frames and Roles? Are these not the very foundation of balance?
A Humble Suggestion
The role of Frontal Assault / Slayer has yet to be filled by the Assault Frame. Usurper Frames (non-Assault Slayers) continue to perform this role better than Assault. If we can resolve this fundamental role conflict in an early iteration, then we can avoid "treating its symptoms" in future iterations. We must make the Assault Frame the go-to Slayer Suit, such that would-be usurpers find greater benefit in returning to their respective specializations and roles.
Caveat
Our goal here is to restore role balance by helping the Assault Frame. Logi buffs are wholly unrelated, arguably counterproductive, and should be weighed separately.

This effort is not an attempt to tell people how to play and what to fit.
This effort is an attempt to establish more clearly defined, fundamental roles.
If you wish to HP-tank your Scout and fight on frontlines, feel free.
But know that an Assault can do so better.
If you wish to slay with your Logi, feel free.
But know that an Assault can do so better.
If you wish to run a Fine Rifle on your Sentinel, feel free.
But know that an Assault can do so better.
