Mistake this not for arrogance, for it is merely self confidence, but I see no threat.

I think calling them pirates is a mistake these days, these factions have grown huge in size and power if they start taking or eyeing up planets we are going to have to treat them as empires in their;mp own right. A clone is a clone and the free factions are experts in small fleet warefare with their capsuleer allies this is a problem that needs healthy respect.
Indeed and I would say this might be of some concerns for Empire Militaries. But for extensive and established capsuleer groups like for example PIE Inc, we are also very skilled in Anti Pirate operations and small fleet operations.

I see folly in further militarisation of Empire assets, especially in between and post anti pirate conflicts, especially considering the opposition to the strong and unified Empire forces are the small and scattered cells and cabals that typically comprise pirate factions.
During these times the liquidation of such developed military assets would have to be of paramount while de-incentivising conflict between the Empire groups or escalation of established conflicts. Such armaments would have affects on the political landscapes as well, during which time I am sure pro-conflict organisations and radicals intent on profiting or advancing their goals through the destabilisation brought on by such inter-Empire turbulence would become progressively more and more common.
Perhaps re-allocation and a general repurposing of existing assets with the express purpose of combating emergent Pirate threats would be preferable to blind militarisation or expansion.
