I'll have a chat with CCP Ratatti and we can some numbers. That might actually work better, not to mention it would be closer to the Amarr and Minmatar scouts which also have module/weapon efficacy bonuses as well.

well the module skills themselves do apply a bonus to modules used, rather than a suit. :\

I doubt they would go for damage bonuses, as that would be too "assaulty"... though I have stated previously that I think it would be epically funny if they gave the galscout a bonus to shotguns... I'd rather have my original 5% range back. It's rather silly trying to sneak up on a group of people with a shotgun without it.
Cal scans ShortRange High Precision. Gall scans LongRange Low Precision.
Gall can't scan cal with 2 complex prec enhancers equiped (if cal has 2 dampeners/cloak) Cal can't scan gal with 4 complex prec, (if gall has 2 dampeners/cloak. )

Heard something about whatever tips the scales towards the cal scouts favor.
