So protofits got updated based on Hotfix alpha stats and here is what I found.
I compared both the caldari scout and gallente scout with a basic shotgun fitting.

Basically, caldari wins this one since it's all equipped as a basic shotgun suit. Gallente lacks CPU
Now let's compare with 2 precision vs 2 complies damps ( with complex ferroscale plates)

http://www.protofits.com/fittings/view/0/4752 (Gallenet scout)
Basically, Caldari wins with more equipped capability and plus more HP.
So overall, Caladri reigns supreme king of scouts. I have no regard in looking into Proto Caladri scouts at this point now. Also people who use them in pub matches it's their decision if they want to hurt this game or not.

I don't know what you did but when I put 2 complex precision enhancers on a caldari the gallente only needed 2 advanced dampeners in order to get under it... I think you may need to check again
That is true, but the gallente needs more CPU to even fit 2 enhanced dampeners. The only solution is to sacrifice a shield extender for a precision enhancer which means less hp for gallente if we were comparing to the Caladri scout.

Btw dmg mods are still useful for high alpha(SG) and high ROF(ACR) weapons
I was just comparing the scouts with equal number of shield and armor to show which scouts lacks what. You can definitely use a high slot for Dmg mods. A gallente scout isn't strictly armor, and that shield is more a desirable option since the stacking penalties
for amor plates.
