In doing so you would have to divide up the land, to have land for such gmemodes, and never let people go on said land.
If you want structured things, VR arenas can be done, and missions can be done. Hisec NPC fights? lolno. They don't even make sense.............

There are 67,000 planets in Eve and each of them will have multiple districts. If Legion gets enough players when its first released to have one player per planet then it will have done remarkably well. 1: Most systems in EVE have less than 10 people in them. Your point?
2: Having it at the start would mean you'd eventually have to take it away, which will undoubtedly cause a lot of problems.
3: A gamemode implies a specific area of play, a lobby to get to said area of play, and a set amount of people. None of those I want.

There are a lot of people who do want that. If you don't want to take part in the contract system and would rather sandbox/roam then feel free to do so. But for CCP to remove the contract system in Legion would be a death sentence.
