It depends on what you mean by "gamemodes." There are 67,000 planets in Eve and each of them will have multiple districts. If Legion gets enough players when its first released to have one player per planet then it will have done remarkably well. Having universal freeroam is just not practical early in Legion's life cycle. Some kind of matchmaker that puts players into matches will be necessary.
I do see potential for gamemodes that seem not to be, as has already been discussed in this thread. For instance, a game mode that requires you and teammates to salvage wrecks that periodically pop up over a given timeframe could function like a classic "king of the hill" gamemode. There wouldn't be points, just loot rewards for salvaged wrecks.
You could have a gamemode where you have to steal blueprints from an enemy manufacturing operation. If you succeed the opposing side loses their blueprint and all progress on their manufacturing job. If they win, they get a bonus to manufacturing and reduced manufacturing time. This gamemode is essentially capture the flag, but with more far reaching consequences for the eve universe.

Exactly. If Legion is going to succeed where Planetside 2 failed then it will have to have multiple meaningful gamemodes and a variety of sized battles. A 16 player free-for-all salvaging mode, a 32 skirmish/dom/ambush what we have now. 48 Player squad based king of the hill matches with eight squads of 6 competing to loot three different wreckage sites with squads choosing which squads to go after and when very carefully. A 48 man corp based PC/Capture the flag based sabotage gamemode where one team tries to steal blueprints from another. Then finally Epic level 64 vs. 64 alliance level matches inside of stations, capital ships, and warp gates for control of Eve's most valuable assets.

I disagree and also agree. PC definitely allowed large corps to shine since those corps could field multiple attacks at a time and thereby hold more districts than their smaller competitors. Look at EoN. and DNS. Both of those alliances wouldn't have been able to effectively hold onto as much of MH as they did if not for their huge numbers.
But PC also left a large number of smaller corps out and feeling as though they had nothing to play but pubs. The most appealing part of the game was lost for them.
The key to Legion's success will need to be a variety of gamemodes that allow corps of any size to still have things to do together. A squad vs squad gamemode would allow small squads to train together then build themselves up and develop a reputation that could lead to more members. On the opposite end of the spectrum there need to be massive battles of at least 64 vs 64 so that the largest corps and mid sized alliances have room to stretch their legs.
No one wants to constantly feel like they're having no impact on the match with 127 other players undoing all their hard work. At the same time fighting 15 other players in matches of 16 or 32 gets old. Variety is the spice of life and it needs to be Legion's life blood.
