The main war till now is between gallente and caldari scouts, minmatar is not so bad but it's not comparable, are there any other scout suit? Oh yes, amarr .
Seriously, even after hotfix alpha, i believe that the majority of the people will just shift from gal to cal scout. The eternal problem is: it's better to see or not be seen? The war here is between cal and gal.
With current values both cal and gal scout are able scan other suits and to be invisible to other suit, in my opinion the choice should be more marked.
This is what i think cal and gal should be:
Gallente: invisibile, but you should pay for your invisibility, you should be almost blind.
- i suggest to keep 5% bonus on profile reduction, eliminate scan range bonus and give worst stats on precision.
Caldari: see everything, but you should pay for your ability to see everything, you should be more visible.

In this way: Caldari scouts will be able to see everything, but they are also more visible to other suits (min and amarr scouts) Gallente scouts will be invisible, but they will not be able to passive scan (especially min and amarr scouts)
I'm not a mastermind with numbers, you can do the math for me, but i think that is the more logical balance fix that CCP can do.

the problem with your idea is that passive scanning is supposed to be worse on medium and heavy suits than light ones.
you can make Gallente the worst SCOUT with scans, and Caldari the worst SCOUT with dampening, but you can't make them worse than medium or heavies because it will unbalance the game

Like i've said i'm not good with numbers, probably, if someone want to do the math, it's possible without give the possibilty to medium and heavy frame to be better than light frames at it.

I do think your idea about Gal having worst scans and Cal having worst dampening is a good idea.
However more will be needed. Let's see how speed penalty increase affects Gallente before we nerf them too much. Definitely the Caldari scout will need SOMETHING taken away from it for its bonuses.
The other thing is about Gal Scout is it's always had that range/damp bonus, from what I can tell, probably since closed beta. This is an important mechanic you're talking about messing with and IDK if it's really the best way to make Gal Scout less OP. Like Rattati said let's wait and see how speed penalty will affect them first.

Well, i don't like the nerf, basically because i'm not tanking my scout, so i have to waste another slot for a dampener that i would use for a regulator or a kin kat.

Yeah. I agree because I'm thinking about eventually becoming a Minja, but it will be less effective now with the nerf.
It is kind of stupid because you're supposed to use your Biotics on a scout and they're forcing you to use dampeners instead.
I have always thought the high/low slot thing has been stupid for certain modules. Like how Caldari has to sacrifice HP for damage mods. The other races don't have to do that.
