the problem with your idea is that passive scanning is supposed to be worse on medium and heavy suits than light ones.
you can make Gallente the worst SCOUT with scans, and Caldari the worst SCOUT with dampening, but you can't make them worse than medium or heavies because it will unbalance the game

I do think your idea about Gal having worst scans and Cal having worst dampening is a good idea.
However more will be needed. Let's see how speed penalty increase affects Gallente before we nerf them too much. Definitely the Caldari scout will need SOMETHING taken away from it for its bonuses.
The other thing is about Gal Scout is it's always had that range/damp bonus, from what I can tell, probably since closed beta. This is an important mechanic you're talking about messing with and IDK if it's really the best way to make Gal Scout less OP. Like Rattati said let's wait and see how speed penalty will affect them first.

Yeah. I agree because I'm thinking about eventually becoming a Minja, but it will be less effective now with the nerf.
It is kind of stupid because you're supposed to use your Biotics on a scout and they're forcing you to use dampeners instead.
I have always thought the high/low slot thing has been stupid for certain modules. Like how Caldari has to sacrifice HP for damage mods. The other races don't have to do that.
