Just because your CPM was a publicity stunt for the press instead of an actual council of representatives doesn't mean they all have to be.

Clearly not, considering what has been disclosed about the development of Legion up to this point; it would be reasonable to expect a release of some form at some point in the next two years. Hopefully much sooner, of course.
How long did it take them to make Dust? Keep in mind it was first shown in 2009. Yes I know they switched engines. Four years. It took them four years, and the game isn't even that good. If you're waiting for legion then pack a lunch because its still a prototype and hasn't gotten the "green light" yet.
