It's to encourage players to go into PC. PC was SUPPOSED to be the higher tier of Dust514, with better payouts for people who fought for land and such.

Alright. A serious answer. Even though I know this thread is necro'd as all get out, and that the OP is literally biomassed.
The best way to look at it is to look at it like cars.
Militia gear is like a normal old 4-door sedan. Good for learning how to drive, and getting around on the day to day. But pretty worthless at actually doing any sort of race.
Standard gear is like a sports car. Built more for performance than your average sedan by a long shot, and a good entry type vehicle to the competitive racing scene, as they only cost between $50-150K, which is relatively cheap when compared to...
Super Cars. These are your advanced gear. Not actually a huge improvement of Sports Cars, maybe 10% faster with bit better braking and handling. They do however cost a lot more. Like anywhere from 4-10x more than even the most expensive Sports Cars. But even as expensive as that is...
Hyper Cars completely blow that price tag out of the water. These things are stupidly expensive. Millions and millions of dollars on the low end. And even being that much more expensive, they are barely better. Like marginally better. Its more about just owning these cars than actually using them. A status symbol, to never be driven, because no matter how rich you are, when there are only like 5 of these cars, they are irreplaceable. But even then...
True blooded Race Cars. One of a kind, with each piece carefully and lovingly built with one thing in mind. Performance. Quite literally the pinnacle of human ingenuity in "how to go fast". One of a kind works of art, and " work of art" is a good title, as these cars are often priceless. F1 cars are absolutely insane. At top speed, they could literally drive upside down, they have so much downforce, and they can make turns at like 150mph that lesser cars have to slow down to like 80mph to make.

little tip for ya.. do factionwar.. the faction PROTO gear only costs the same at ADVANCED gear so you can run PROTO while still spending the least amount possible
