It's to encourage players to go into PC. PC was SUPPOSED to be the higher tier of Dust514, with better payouts for people who fought for land and such.

Send me 10 Mil ISK and I'll tell you how to get Photon gear, I promise. 10million ,boy I maybe rich but I am not stupid
