I don't see how they are lying? The game hasn't been shut down. Just because you don't "see" something doesn't mean it won't happen.

I am not really trying to say they will do it one day, I am saying they haven't really lied about what you have in your post yet. I do believe how ever CCP has lied to us about their 7 year plan.
To attim: Yea it is, but to call them liars about the issue at hand wouldn't be true since they haven't shut down the game yet and it is still rather early to say that in this phase of dust.

You state that they may add new stuff but it won't be nice.
That is why i am saying " How are they lying ".
A lie is not telling the truth.
Something is only true if it is a fact.
saying something is exciting or not is an opinion.
If this thread was about how you think nothing exciting will be added to the game then I would totally not care about it, but since you say that they are lying because they will never add new exciting visual effect then I decided to post.
Also what defines a visual effect, ccp never defines that in the part of the dev blog you posted.
I think it would be pretty exciting to see a railgun shoot at me from 600 m again. Seeing that ball of lighting go farther would be a cool visual effect.
Do you need a client side update to change that? No.
