A few notes on your recent post.
I see you have discovered the blueberry. Those are the ones who do seemingly random things, most of which do not help the team as a whole. Like blowing up turrets that could be useful AV (many, though not all, current vehicle pilots are FOTM and hate anything that might actually hurt them, plus the wp).
Others like to grief in FW, and if that bothers you, I suggest playing pubs as much as you can as there is no friendly fire there.
I believe there is a way to report them, I will try and edit this post with a link when I find it, but I can't guarantee CCP will take an active effort to punish and AFKers, as they have been a problem as long as I have played.
I can't speak to the medic thing directly, but I know a lot of times people want to get right back into the action and can't wait on a medic OR they know they died in a heavily contested area. A lot of players tend to dislike being revived just to be killed again. For one it reflects on KDR as two deaths (there are tons of KDR whores in this game), and two, it wastes time if you are just going to die right away. If I have REs out and there is someone hacking the objective, I want to get in as quickly as I can and hopefully blow the RE before they finish the hack.
I wouldn't worry too much about KDR. Yes, there are some idiots who play this game who take this as a matter of skill. You really don't want to play with idiots anyways, so you are better off. The rest of us know how hard this game is on new players, and it takes quite awhile to build up your skills and learn the game before you really start to see the investment pay off. As long as you find a way to support your team, you should be fine. I would suggest looking to get into the Dust University chat channel, even if you don't want to join the corp, as they are extremely new player friendly and would probably welcome you to squad with them.

I, at this time, use a combat rifle, SP trained to level two. I'm a logistics suit wearer and know I'm supposed to be healing instead of attacking. But never the less, every time I would try to swing to get the guy in my sites, I would always swing too wide. The guy finally cut me down.
Another thing I have noticed is the joysticks on my controller do not snap back the neutral exactly every time. A lot of the time, there will still be some slight movement in a direction until I flick my joystick a bit. Does this mean the trackballs on the controller are going out? Is this why I cannot hit anything because the controllers are fighting me? Or is there some secret to targeting that I am missing? Even at long range, I cannot seem to hit my target. Even while trying to lead my shots, I am not hitting anyone.
Suggestion? Thanks in advance. On the CR topic, there is a skill that reduces the bullet dispersion. You need to skill into that too at some point, it will greatly help. Also, if you are swinging too wide, reduce your sensitivity. If not on your hipfire aim, then certainly with your aim down sights sensitivity. That will give you two different options, and can work in different ways.

There is a weekly skills cap. If you start seeing a significant reduction in your SP, you have hit your cap for the week. I think they reset ever Wednesday during downtime.
Friendly fire is active in factional warfare for sure, and I think PC too. Pubs definitely not. Just be aware of what mode you are in, especially if you are in a squad that jumps around modes.

So it is 9% of whatever DPS your weapon is able to pull off.
You can also find weak spots on tanks using this method. As there are spots that are over 100 percent.
