Have you played with your sensitivity settings to find some you're comfortable with?
Also, shotguns... They're difficult to counter as a new player. Normally, they're going to be carried by scouts. A scout has a passive scanner that lights you up on their minimap, so they'll be able to see where you are and what direction you're facing. That makes sneaking up on you very easily, and when a shotgunner gets in range it's difficult to beat them.
If you're about to get hit by a shotgun, I recommend jumping around like a lunatic and strafing as much as possible and trying to empty your clip into them. They're very short range weapons, so if you can 'bunny hop' even a short distance away it might be enough to drop the damage enough to survive being hit.
If you're having problems with shotgunners in a particular match play very paranoid. Look around frequently - it'll be much more difficult to sneak up on you. Try to 'bait' the scouts if you catch sight of them - go straight ahead for a little, then quickly turn around and see if they're running over to kill you.
You can see cloaked players if you look carefully. When moving, they appear as a blue shimmer. When stationary they're much harder to detect, but your crosshairs will turn red if you sweep over them, so that can give you a clue.
Finally, there are two newbie-friendly ways to counter being one-hit by surprise scout shotguns. One is to be a scout yourself - that'll help you evade their passive scans. The other is to stack HP - a shotgun will do around 500 damage, so a shot is survivable, perhaps two if you bunny hop. The odds of surviving without a heavy suit are quite slim if you're getting hit though so your best bet is probably evasion.
Scouts are probably 'flavour of the month' right now though, and arguably overpowered, so it's difficult.

I don't think vehicle turret skills affect the stationary turrets. I recommend not spending SP on them anyway until you've made some progress in your favoured role.
On scanning: Active scanners for logis are of dubious value. If you squad with a scout it's unlikely you'll need them. You can use them to get a little advance warning of what's on an objective if you feel like fitting one. I recommend sticking to the 'holy trinity' of nanite injector, rep tool, nanohive, though. Uplinks are also a very good option - if you've clever with the placement they really rake in the WP, and by extension ISK/SP. They're critical to the functioning of a team as well. A good uplink placer will turn tides and get nicely rewarded for it.
On finding squads: I think there are some heavy + logi squad channels around. If you get into an active one, I guarantee you that any heavies there will love you to bits for repping them and keeping them going. Co-ordination isn't hard either, as you just stick to the heavy normally and possibly take out long range targets with your CR.
