Now that you've removed the dampening bonus to the cloak, the Cal Scout will have an unfair advantage over scouts that aren't Gallente.
For example for a Minmatar Scout to make a stealth hack, he will have to sacrifice a low slot that could've been used for a codebreaker; it now requires 3 dampeners just to get under the scans of Caldari even though he only has 2 precision enhancers.
This is not even to mention how the Caldari Scout is basically the what the dreaded "scannerina" used to be, incarnate. I don't remember the exact number but I believe with range amps he can constantly scan a 60 meter radius, 360 degrees around himself.
I think this should be toned down a bit.

Most of the Cal scouts I've talked to don't even use all 4 slots for it like they should.

Yeah, isn't Gallente the one with the most low slots? That pretty much makes it superior no matter what... all the biotics modules are low slots...

It takes ******* forever to skill into all those biotics and ****. Trying to be one of those "logi scout or heavy" people takes a lot of time.
