I guess that will depend on how long that will take. If PC development takes too long, the PS4 will eventually become irrelevant because PS5 will have been released by then.

Who knows? Your guess is as good as mine. Just remember that consoles have a very short lifespan compared to PCs. I'm not saying that consoles suck as I do have a Wii, X360, and a PS3 myself along with my Dell XPS. I'm just saying that the way the console market operates plus the way how Sony, Microsoft, and Nintendo have to first check and approve every little update (while charging developers for updates as well) makes it very difficult or sometimes costly to a developer to go into the console business especially when it comes to MMOs.

But then we'll be right back to square one when the PS5 comes out. Originally when CCP decided to go to the PS3, it seemed like a good idea at the time especially for CCP to expand onto different markets in order to stay competitive. Unfortunately in the end it didn't turn out to be a good idea at all.
The first bad sign came in 2012 when CCP delayed the launch of Dust to May 14, 2013. The second bad sign was its terrible launch and the flood of bad reviews it got for Uprising 1.0. Uprising 1.1 to 1.8 ended up being nothing more than fixes for the mess left behind by the launch of the game which delayed critical features like the market, PC overhauls, PvE, etc. even further. In the end, it was better to have Dust originally launch on the PC before going into the console market with it.
Again, it seemed like a good idea at the time but what actually resulted was a headache and the red wedding at Fanfest 2014.
