CCP I am not sure if you're aware of it or not (besides Amarr Scouts), but the Amarr suck.
Amarr Assault
The Amarr favour resistance tanking so high eHP values or having passive resists. Currently the Amarr Assault slot layout at Proto is 3/3. Now I would assume the 3 highs are there for shield extenders to give the Amarr Assault the false notion of passive resists, but it just doesn't cut it. The Gallente Assault can actually attain HIGHER aHP values than the Amarr Assault and DOES NOT get a speed penalty while the Amarr Assault does. The across the board Amarr speed penalty honestly feels like something slapped on just because in EVE Amarr are slow therefore they must be slow in this game as well. It feels like an afterthought and really limits the Amarr because in this game being quick means a lot, you can't escape (if need be) when your movement speed and sprint speed are terrible.
Amarr Scout
It's bad, really bad, dare I say terribad. I truly have no clue what was thought when the Amarr Scout was on the table. A scout with gimped speed (that Amarr speed penalty strikes again) and the worst bonus of all the scouts. The Amarr Scout is truly only played by those who are Amarr loyalists because nothing about it is competitive, even for pubs. The icing on the cake about the Amarr Scout is that it is actually a better assault suit than the Amarr Assault! The extra low slot at ADV and PRO levels help to make the Amarr Assault obsolete.
Scrambler Rifle
Your biggest issue here is the damage profile. 120/80, with PROF V I do 139/80. Please tell me, someone, anyone, when will I EVER need to do 139% damage to shields? To add insult to injury, the damage of the ScR was nerfed so now it does even LESS damage to armor. I understand you don't want an instagib gun (which I can still do with charged headshots) but it is a pain at times when you strip their shields and for the next five years you're like PEW PEW PEW PEW PEW PEW PEW trying to get through their armor...oh btw PSHHHH OVERHEATED...dead.
How to rectify (open to community ideas)
Amarr Assault - Add a passive projectile resist bonus (this could be an Amarr bonus in general). This makes sense, the Minmatar are our enemy, logically, the Amarr would add a resist bonus to their suits to counter their combat rifle fire.
Amarr Scout - This is tough, but just give it a viable bonus and get rid of the speed penalty.
Scrambler Rifle - Maybe 110/90 or a variant that is better against armor at the cost of fire rate or something (open to ideas)

Amarr assault is supposed to tank, he have penality because of that...but at the end he don't tank and gallente do it better WITH regen and faster....Seems logic Amarr scout is....well a joke. ScR is now a joke which can't kill before overheat......seriosuly. 20% damage nerf (damage profile) on EVERYBODY, because everybody is stacking plates. 10% nerf from TTK improvements How are we supposed to kill something with a 30% nerfed gun which is stun yourself if you shoot with it and takes the hell to fit....? Amarr sentinel, why Gallente have more ehp, why more Armor ? Why more speed ? WHY ?
-The Amarr assault needs a better slot layout into armor, at least 4 (proto), remove one high for one low slot. He's supposed to armor tank DAMN.
-Amarr scout, is trash tier, i can't tell what to do, he's a trash.
- ScR, make the overheat comes WAY slower, reduce PG cost. (STD cost more than PRO of other races.....)

Speed penalty has always been unnecessarily high for the pathetic increase in base HP it's supposedly there to compensate for. A dual tanking slot layout never made sense, either.
Also, I think that a 110/90 split for laser weapons might be bordering on OP because of the LR, I'd say start with 115/85 and inch down as needed.
Quitting cold turkey was impossible. The forum patch is helping me kick the habit!

Amarr Assault bonus is good, and the fitting is amazing. I'd be happy with a 2/4 layout and keeping the fitting, tbh.
Although 2/5 as some have suggested sounds awesome too.
Amarr Logi is appalling, and is made up for only by the uplink bonus, which is amazing.
Sentinel would be good, possibly overpowered - if we still had 10% damage mods.
ScR is beastly, but I only use it on my maxed Amarr assault, so YMMV. Overheating is still a PITA and CR is much more rewarding and less stressful to use.
I think all Amarr Assault needs is a slot rebalance; the rest of its problems are endemic to medium frames in general at the moment, and really, Amarr Assault is probably the best assault frame at the moment.

SCR does not need help, especially when used with the Amarr assault. Amarr suits in general do, though.

It's worth noting that the amarr ships in eve that do have the goal of 'be fast' are some of the *FASTEST SHIPS IN THE GAME*. In fact even some of the ones that don't have the goal of 'be fast' tend to handle the speed reduction of plates better than other ships, because the amarr ships have naturally higher mass which means that the additional mass of armor plates doesn't slow them as much as it would say the minmatar or caldari, which traditionally don't have as much mass and are thus hit much harder when it comes to armor plating.
Essentially it's the difference between an amarr suit already having 200kg of armor and slapping on an extra 20kg, and a minmatar suit having 20kg of armor and slapping on an extra 20kg. The amarr has only added 1/10th of what he had previously, so he manages it better than the minmatar who has doubled what he had previously.
