Amarr Assault
The Amarr favour resistance tanking so high eHP values or having passive resists. Currently the Amarr Assault slot layout at Proto is 3/3. Now I would assume the 3 highs are there for shield extenders to give the Amarr Assault the false notion of passive resists, but it just doesn't cut it. The Gallente Assault can actually attain HIGHER aHP values than the Amarr Assault and DOES NOT get a speed penalty while the Amarr Assault does. The across the board Amarr speed penalty honestly feels like something slapped on just because in EVE Amarr are slow therefore they must be slow in this game as well. It feels like an afterthought and really limits the Amarr because in this game being quick means a lot, you can't escape (if need be) when your movement speed and sprint speed are terrible.
Amarr Scout
It's bad, really bad, dare I say terribad. I truly have no clue what was thought when the Amarr Scout was on the table. A scout with gimped speed (that Amarr speed penalty strikes again) and the worst bonus of all the scouts. The Amarr Scout is truly only played by those who are Amarr loyalists because nothing about it is competitive, even for pubs. The icing on the cake about the Amarr Scout is that it is actually a better assault suit than the Amarr Assault! The extra low slot at ADV and PRO levels help to make the Amarr Assault obsolete.
Scrambler Rifle
Your biggest issue here is the damage profile. 120/80, with PROF V I do 139/80. Please tell me, someone, anyone, when will I EVER need to do 139% damage to shields? To add insult to injury, the damage of the ScR was nerfed so now it does even LESS damage to armor. I understand you don't want an instagib gun (which I can still do with charged headshots) but it is a pain at times when you strip their shields and for the next five years you're like PEW PEW PEW PEW PEW PEW PEW trying to get through their armor...oh btw PSHHHH OVERHEATED...dead.
How to rectify (open to community ideas)
Amarr Assault - Add a passive projectile resist bonus (this could be an Amarr bonus in general). This makes sense, the Minmatar are our enemy, logically, the Amarr would add a resist bonus to their suits to counter their combat rifle fire.
Amarr Scout - This is tough, but just give it a viable bonus and get rid of the speed penalty.
Scrambler Rifle - Maybe 110/90 or a variant that is better against armor at the cost of fire rate or something (open to ideas)

Amarr assault is supposed to tank, he have penality because of that...but at the end he don't tank and gallente do it better WITH regen and faster....Seems logic Amarr scout is....well a joke. ScR is now a joke which can't kill before overheat......seriosuly. 20% damage nerf (damage profile) on EVERYBODY, because everybody is stacking plates. 10% nerf from TTK improvements How are we supposed to kill something with a 30% nerfed gun which is stun yourself if you shoot with it and takes the hell to fit....? Amarr sentinel, why Gallente have more ehp, why more Armor ? Why more speed ? WHY ?
-The Amarr assault needs a better slot layout into armor, at least 4 (proto), remove one high for one low slot. He's supposed to armor tank DAMN.
-Amarr scout, is trash tier, i can't tell what to do, he's a trash.
- ScR, make the overheat comes WAY slower, reduce PG cost. (STD cost more than PRO of other races.....)
