and thus the question is raised... which heavy dropsuits are the most frequently used at the proto level? heavy's ehp is the only gimmick it has. heavy weapons are too well balanced(yes I'm implying that they are nerf) to be considered and advantage. proto flat out has more ehp than than the other tiers so proto is preferable.
other suits have more versatile gimmicks that can be used more effectively on lower tier models.

I'm not sure about minmatar heavys but caldari heavys are widly regarded as the worst of the heavys so there is that as well.
