How about making them active modules?
'Rep' tanking will be a viable option, but you'll have to follow the same "Wave of Opportunity" combat philosophy that AVers and every other vehicle in the game follows.

I fly a Grim with dual repers so HAV's do not have an advantage besides the volume of reps but they have more HP's so that's to be expected .
All vehicles can fit armor repairers, but none of them can fit armor repairers and make themselves invulnerable to AV. Therefore, you don't have the ability to sit there and take unlimited amounts of fire, and have to eventually retreat or risk being destroyed.
