As of right now...race means nothing in this game other than over zealous roleplay.
Any race can use any suit to the effect of any other race.

Why not have passive bonus(es) based on race...

 For example:
Cal: 10% efficiency of shield extenders (10% extra shield per extender or 10% reduced fitting cost)
Amarr: 10% efficiency of armor plates (10% extra armor per plate or 10% reduced fitting cost)
Gal: +1-2 reps per repair module (1-2 extra repair per repair module or 10% reduced fitting cost)
Min: 10% efficiency of shield regulators (10% faster shield recharge per regulator or 10% reduced fitting cost)

With 0 stacking penalty of course.
These skills would be "built in" as a perk for chosing a certain race.

These are just examples of course.

But these bonuses could alert new players as to which defense that each race specialises in so they can make a semi-informed choice.

Was intended that race has no effect on what you use.
I would like a race respec anyway as I have found I prefer the gallente dropsuits and weapons to be my primary and would like to be gallente (main char) to go with it.

Aye, I disagree with this as well.

Imagine someone playing for the first time and sees "the Caldari are living emblems of strength, persistence, and dignity." So they pick Caldari because they sound cool. They start playing and want to play as an Amarr Assault because they like the Scrambler Rifle. Their bonus for being Caldari is basically useless. If someone were power playing, they would pick Amarr and just play normally as most suits will want to use a Plate for the extra defense. Even if there was a "hey, these guys do shield tanking!" does that mean anything to a new player? Does it mean that they will like Shield Tanking, the idea of having less HP but self repairing, or that they will even know what it means?

Also, suit choice wouldn't effect the bonuses in any way.

EG a gal racial player using an amarr suit would get the rep bonus but not the amarrian armor bonus.

 No.
