NOTE: Read this and this , and before read this thread.
Yes, I'm doing this. There's all kinds of drugs and all kinds of drinks in EVE right now that are pretty much useless. What I ask is to add a point in them. They should become consumables.
Some would be just for pure fun, and with possible cool HUD affects. For example, Spiced wine. Say you drink an entire bottle. What happens if you drink an entire bottle of wine IRL? You guessed it, you get drunk. Yes, what I ask is to simulate us getting drunk (and we you what that looks like ), or possibly high off of drugs (will get to that in a bit).
Now, For the real fun. In EVE, we can plug in boosters that enhances our stats for a certain thing. For Example, the Zainou 'Deadeye' Missile Projection MP-703 gives a 3% increase to missiles flight speed. these drugs would be under that path, but for a limited time, and if on your body, can be taken at any time, but has side affects after it wears off. Let's use Mindflood as an example. You take it, and then you can get faster hacking, or have a easier time managing module. Something that has to do with focusing. But, once it wears off, for say 1-5 minutes, that same stat gets lowered a bit. You could take more to make the timer longer, but it would be even lower once it wears off.
Lastly, How would we get these drugs and drinks anyways? Well, they could be manufactured, bought from NPC's that makes special ones (Quafe comes to mind), or we could steal them from rats (well, it's not stealing if they're dead, is it?). However, some would be illegal in some parts of New Eden, so getting these would be harder, especially in Hisec.

Eh, I doubt we'll make the drinks (spiced wine takes a long ass time to make); just the drugs. So getting the SPiced wine to your MQ would be nothing but a thing.
However, getting those drugs around is a entirely different story, as they are less than legal

I could imagine the drugs being used much like an active vehicle mod.
It'd add a cool range of skills people could use.
There could be a stim that gives unlimited stamina for a brief period of time, at the cost of not having any stamina for a little while after the drug wears off.
The sky's the limit with drugs and stims. Like a hack booster, tightening hipfire, extreme boosts to melee damage.
Or hell, Could even have a 80% resistance to gunfire for 45 seconds but the clone dies instantly at the end of the period due to massive heart failure.

Who would employ a known drug addict or dude who gets drunk mid fight....that is even assuming our super human clone bodies even register the effects of narcotics.

You activate it just like you would activate any other active mod in dust. That triggers your dropsuit's life support system to release the chem into your system.
The chem would give the merc some awesome ability, but the downsides are pretty big so it wouldn't just be a static boost (like biotics are) so the merc would have to decide when the best time to pop the chem would be.
It wouldn't just be taking drugs for the sake of taking drugs, but rather a logical decision to damage the current clone in exchange for incredible abilities.

I'm not quite sure how those would work. Any symptoms of physical addiction would be fixed by popping into a new clone.
Psychological addiction would be hard to emulate in a game. I guess you could get an eve-mail from meth saying "smoke me".
