I could imagine the drugs being used much like an active vehicle mod.
It'd add a cool range of skills people could use.
There could be a stim that gives unlimited stamina for a brief period of time, at the cost of not having any stamina for a little while after the drug wears off.
The sky's the limit with drugs and stims. Like a hack booster, tightening hipfire, extreme boosts to melee damage.
Or hell, Could even have a 80% resistance to gunfire for 45 seconds but the clone dies instantly at the end of the period due to massive heart failure.

Every clone death we would be in a fresh body, having the effects washed from out systems but not our minds, how would the substances be injected? Would employers take risk with their supplied merc being stoned, drunk, or insane on the battlefield?
Perhaps if you want that kind of **** outside of battle maybe it would be cool to buy booze...but in battle? Probably not.
You activate it just like you would activate any other active mod in dust. That triggers your dropsuit's life support system to release the chem into your system.
The chem would give the merc some awesome ability, but the downsides are pretty big so it wouldn't just be a static boost (like biotics are) so the merc would have to decide when the best time to pop the chem would be.
It wouldn't just be taking drugs for the sake of taking drugs, but rather a logical decision to damage the current clone in exchange for incredible abilities.

I'm not quite sure how those would work. Any symptoms of physical addiction would be fixed by popping into a new clone.
Psychological addiction would be hard to emulate in a game. I guess you could get an eve-mail from meth saying "smoke me".
