 George Washington Kicked some BOLLOCKS on Christmas morning, when he crossed the Delaware river. My point is there are no rules in war, or time frames for that matter.
 
 My idea for LEGION is for Merks to be able to attack anyone at any time of the day or night. This will help create a need in planetary conquest for more and more Merks from all around the world, who are able to fight at different time periods. Planetary conquest should call more for quantity of Merks than quality of Merks. If a CEO can not afford to pay contracts to defend his territory at all times, then they should not PC.

 I don't think you're fully grasping the concept of our planet being round.
 
 There's no amount of contracting that can save you from having a few thousand Russian players who are awake when you're asleep from coming in and tearing up all your ****.
 
 There's a reason EVE has reinforcement timers, after all.
 
 I would propose a different system than what we have now, though. Possibly that the reinforcement window is represented as a period of time when the anti-orbital batteries on the surface are shut down for maintenance, allowing for an enemy War Barge to be parked in position to start a fight.
 
 Your goal would then be to try and capture the District within that window of time in order to establish a foothold. If you fail to finish the fight in time, the batteries come back online and pop your War Barge.

 Ironic too because the hessian army was composed of Merks, payed by king george III

 Then you will have to pay some of those Russians to fight for you.

 The CEO could also try to sell the territory or just decide to let it go and lose it.

 If your trying to say that there is no one at all who is willing to fight for your territory during these times, than I believe that this is just not true. People can make all different kinds of contracts. Some may be willing to stay up late during certain days.

 Also you can always untear your **** up when you wake up. If your corp. is strong enough you will reclaim your territory. This is the way it is supposed to work, back and forth. War good for economy.
