Putting it simply, Armor Hardeners were nerfed by 37.5% (40 -> 25) and Shield Hardeners were nerfed by 33.33% (60 -> 40) while Damage Mods were not. Currently, the Glass Cannon is hands down the best type of tank you can get. Allow me to explain:
5,885 Armor Madrugar (Complex Plate) with a Hardener and 1,200 Shield has 8,916.66 Effective Armor and 1,333.33 Effective Shields against a Railgun, totaling 10,250 HP with a 40% hardener. A double damage mod Sica deals +63.9% damage with a Railgun, meaning a Basic/Militia deals 2,376.55. Kills the heavily defensive tank in 4.3 shots (5) With a 25% Hardener, the Effective Armor goes to 7,133.33 total health of 8,466.6. Dead in 3.5 shots (4).
The glass cannon is not killed in any less time. 2,650 Shield and 1,500 Armor amounts to 2,944.44 Effective Shield and 1,363.63 Effective Armor, totaling 4,308 against Railguns. The Basic Rail of the Madrugar kills it in 3 shots. Add an armor plate and it is 4 shots to kill. Plate + Hardener caps the Effective HP at 6,633.11, 5 shots to kill. The glass cannon will win a 1 on 1 fight whereas before they required the drop.
While I would also say that Sicas and Soma should lose a Low and High respectively because them both being 2:2 doesn't show really show what defense strategy it is supposed to use (as well as making the Armor Sica overall the best tank around), the biggest issue is just that Damage Mods are too strong. 30% damage was meant to counter 40/60 hardeners. Hardeners were nerfed to give AV a better chance against vehicles but by far the biggest effect was on Vehicle v. Vehicle balance. Please look into this; it is frustrating knowing that TTK was increased in 1.8 for Infantry v. Infantry but was lowered for Vehicle v. Vehicle.

This is all true.
But, it also hurts ADSs quite a bit, I was just two shot a game ago. Can't defend much against that.

Damage amps just need to go back to 10% damage bonus, and I personally think they should be completely reverted to being low slot passive mods as well.
Also, your calculations use the railgun as bonused against armor. Unless this has been hot fixed in the last couple of months, railguns dealt +10% to shield and -10% armor. It really needs to be fixed to being bonused against armor like the RR and FG.

We have been sayin this for a while now. They need something done about them.
I can attest to the glass cannon fit being OP, as anyone would know that has faced my tank in battle. I always top the charts with kills.
Double damage mod with a nitro
or
Triple damage modded (both armor tanked)

Part of the issue is that some turrets themselves hit way, way too hard (80gj particle cannon), and when combined with 2-3x dmg mods end up in around the 2700-3600 dmg range.

They just need to make the damage mods the way it was before with the 10% dmg with the 5% rof increase. I think thats the way they were before
