So, from the list of both potential and unlikely changes that you have listed here, it very much sounds like bug fixes are, if not out right out of the question, then at least very unlikely. :( Balancing things is all well and great, and sorely needed in many aspects of Dust, but I personally I find it difficult to care about some weapon having 5% less dps or a suit getting 2% more CPU when there are STILL (a year after the beta supposedly ended) so many actually broken things in the game.
