4. No reinforcement timers. If someone finds my little hideout while I'm out, tough luck. We should of course be able to cram our bases and hideouts full of NPC turrets and marines to hold the fort while we're offline.
5. ISK should be worth the same in both Eve and Legion. If I'm bankrolled by a major Eve alliance I would expect to have deep pockets and access to the best gear.
These are just some general points, but it should give an impression of what I was thinking. Let the flaming commence. Point One. Do you realise just how many planets there are in New Eden? No way in hell, there will never be enough players for that.
Point Two. See District Infrastructure. It just needs a good overhaul for InDUSTry. -Wherever you want is negated by point 1
Point Three. You notice it takes three full minutes (or so) to lock onto a pre-known district alone with an orbital strike? You also notice how close-ranged personal scanners (even active scanners) are?
Point Four. Hell. No. You HAVE to be able to fight over what's yours. It doesn't have to be dealt with by Reinforcement timers, but leaving it to prayers is just...Hell no.
Point Five. I have no problem with this.
Overall, your vision for legion sucks. It just can't be like that, it would never work. No offense intended.
