I gave up on my amarr logi and stopped at ADV (3) because of this issue. I asked CCP numerous times in the bugs section if it was a bug or if this was intended. I received zero response.
I, personally, think it wasn't implemented correctly AND then they just didn't know about it until too late or they didn't care when they found out.
The only thing I can think of is that they didn't want a whole bunch of Amarr logis dropping 92 uplinks and then changing suits. Although valid, the bonus is unlikely to be worth going to proto and at adv (3) isn't high enough to warrant such work.
I would love to go back into logi'ing more as an Amarr but I just can't at the moment since I get so much more value out of my M-Scout

More to your question, the whole point is that you get the bonus of the suit you use. Otherwise you could spam a bunch of uplinks then switch to a minmatar suit... *shudders* ...and use a rep tool and get 2 bonuses at once. Or get 3 by using a caldari suit in the middle.
Making it "permanent" would make the Amarr and Caldari bonuses OP compared to the others because you could stack them.
P.s. That's a terrible loadout for an Amarr logi suit. Reactive plates are for shield tankers, and there's zero point in proto flux grenades, among other things.
Grr... now I'm getting sucked back into discussing the game again... stopping now.
You know, I'm quite sick of people criticizing random things. I have so much success with this fit it is unreal. I've tried numerous other suggested fits only to find that they lack versatility. Sometimes I have to pick up the slack of other Logi's...even proto ones because they don't understand the strategic importance of position. They just follow a heavy or two and call it a day. I choose to accept the reality that, when I am logi, others aren't going to be doing their role well enough. Either too many hives, too many uplinks, too many reppers, too many slayers that ditch a fire fight when ish get's real, etc.
Not many can soften up an oncoming rush with PROTO FLUX for the half beaten heavy that's left at the null like I can.
Not many can give a 15m wide view of pretty much everyone except for exceptionally dampened fits giving heavies in my squad...or anyone for that matter the jump on a great percentage of enemy units.
Not many are skilled in finishing off a heavy successfully that got the jump on a squad mate, revive said squadmate and get them to safety b/c the tacnet map shows all of the red dots nearby.
The kinkat gets me between different support points fairly quickly. All of those people that load out armor plates like ding dongs that can only sit in one spot...yeah...they totally have the best loadout i'm sure :P
I hate to say it but this is far from a terrible load out. I think you are misguided on what makes a logi a good logi. It's being able to adapt and support the squad and team for a W. This loadout not only does it but it does it incredibly well. Every other loadout I have tried has me running too slow to support a 20 meter radius of areas where I am needed and keeps me confined to wherever I start logi'ing.

What about keeping the bonus for x amount of time? Or what about a usage limitation for example maybe the first 8 people spawned will receive the bonus regardless of whether you change the suit or not.
The problem is Logi's die reasonably often.

If you are dying a lot as a logi you are doing it wrong. Staying alive is a crucial part of the job. As for your loadout, do whatever you want, dude. It's not like I've been using the Amarr logi suit for over a year and literally wrote the book on tactical logistics. A few weeks ago I might have spent a whole bunch of time breaking it down for you but I don't really care anymore. Waste all the fitting resources and ISK you want on proto flux grenades that have no practical benefits over STD. Or lolreactive plates. Not my problem.
I'm looking at your past posts and all you do is hate and use negative connotations toward subjects. It's not even funny. It's actually sad. Hope things get better for you man. Really do. You don't even play right now. It's sick that you even come in...wait. I'll stop. Again, hope things improve for you.
