Out of the forums it usually means the same in number, amount, degree, rank, or quality.

@danie, That's not the case. I've seen many CEOs without that icon near their heads.
@IWS, I had an assumption before that it meant that the person with that icon on them was editing a post or something, but that seems a legit theory.
Oh the many conspiracy theories this thing could raise...

It's a carryover from EVE. A dark blue + means >= +5.00 standing (on a -10 to +10 scale), a light blue plus means >0.00 and < +5.00 standing, a grey = means completely neutral standing, an orange - means <0.00 but still greater than -5.00 standing, while a red - means <= -5.00 standing. So to sum up:
red minus sign means -5.00 or worse standing orange minus sign means less than 0.00, but greater than -5.00 standing grey equal sign means exactly 0.00 or neutral standing light blue plus sign means greater than 0.00 but less than +5.00 standing dark blue plus sign means 5.00 or better standing.
This matters for EVE pilots as the first thing they do when entering a system is look at the plus and minus signs in the local chat channel when they jump into a new system. It's a very quick and easy way to see how hostile a system is to them.

The standings contain three scales masked as one... (way to go CCP for coming up with a convoluted system... again). Basically there is the security status of the pilot themselves. If they commit criminal acts in the game, then their security status will go down and shou up as either an orange or red square (usually with a small skull instead of a plus or minus sign). Similarly if they do lots of good things then their security status goes up for killing lots of NPC pirates (and the symbol becomes light blue or dark blue).
However the security status can be over-ridden by your corp standings. So let's say a pilot named Jimmy has a negative standing of -6.00 (red) and is a badguy or "pirate". Now lets say your corp is allied with his corp and thus they both se each other to light blue standings. This will typically (unless you mess with the priorities of what shows up first) result in the red being masked by the light blue. Corp standing being more important than the NPC security status. Similarly, your alliance can do the same and set him to a blue plus standing and he will be blue instead of red again. Now if Jimmy was in the same corp as you, it would instead show him as a green star because he is a member of the same corp. Similarly, if he were of the same alliance (not an allied one), then he would appear as a blue star. Finally, you yourself can designate personal standing on a one to one basis for people, corps, alliances, etc. These are standings only you will see and they can override all the rest.
So here is a list of what can affect the standings you see:
The other player's security standing with NPCs Your corp's standings towards the other player/corp/alliance Your alliance's standings towards the other player/corp/alliance If they are a member of your corp/alliance Your personal settings towards the other player/corp/alliance

Neutral standing. You have not blued them nor reded them. You do this in EVE by setting the standings you want toward them or earning/losing standings.

Like when you look at the "my contacts" section of the leaderboards and it often shows you other people's contacts.

Its a person who's PSN is on a character in your contacts list. I have nearly a 100 contacts and certain peoples Alts get that symbol on the forums, only if its on the same PSN.
I will be the only player to Prototype every single god damn weapon before Dust dies. I swear to it.

That contacts thing can't be true. Until just after FF, I had one contact, and they didn't play Dust. I still saw it.
