There is some truth to the ANON Cerberus' post. It is difficult coming here and braving the negativity (although I absolutely do understand the frustration players feel).
As Iron Wolf Saber mentioned, we will be running a proper Dev introduction later this week and discussing some of the plans we have for working on DUST 514 moving forward. I hope that'll give you something more meaningful to chew on. He recently had a brief introduction with a couple of the CPM and they were quite optimistic about his involvement with DUST.

It isn't. About the most productive thing I can do is log on the forums and grumble about the status quo. That's pretty sad.
I understand where you're coming from and your frustration. But, grumbling about the status quo isn't productive. Constructive feedback on the changes players would be interested in seeing, is. I'm hoping with the DUST news coming later this week you'll have a better context of what kinds of things we're looking at improving.

Yes, this is true. I'm not sure who previously mentioned Heavy Weapons were "right around the corner", as they're not (even yet). But they're something we're working on for both DUST 514 and Project Legion and would love to implement in to DUST 514 as a content patch if possible.
This isn't a guarantee that it will happen, but we're also definitely not ruling it out at this stage.

Yes, new weapons would require a client patch.
Having player to player trading would effectively require a market, which has not been implemented yet. But this would also require a client patch.
