Here is my list that I compiled just off the top of my head. If you wanted to be a sweetheart, pass one of those districts to one of these corps listed below:
Prof V, Dark Legion, GIANT, KEQ*, Latino Killers, Molon Labe, Gunfall Mobilization, Pandemonium*, Cap Acq, DDB, Gods Among Men, dystopian, HvLP, TSOLE, Onslaught, Subsonic, 843Burgzz, Generals, DethDealers, Hells Gate of Awakening, Science for Life, War Ravens and anyone that was on PFC before they were ousted. Can be a district anywhere, just a district
Sure, they're free to take them asap. All you have to do is stop flipping them as they go unoccupied.

You are asking about districts while speaking to the wrong person. ERA is not what it was, mistakes are easy to see now. Everything is being reformed and changed. If you want to talk districts you either speak to Cubs or Fiddle.
EDIT: But why ask? We're literally just abandoning them and you take them from behind. Why? Just let another corp have it.
