Is this a good idea?
It could actually contribute to more feedback regarding good & bad game mechanics since players will try out new builds.

I agree, in the context that your choices matter. But they dont right now - We will get 'respecs' when moving to EVE: Legion due to the skill trees being completely different. Dust 514 will also never impact EVE in a significant way.
Use Dust 514 as an experimental platform, like Kain Spero suggests, to make Legion the best FPS ever.

Since Dust 514 never left the beta stage (according to me and many others) we might as well get max SP on our characters or free respecs.

It would be good IMO, Then CCP could shut down the servers and focus on the PC release.
