With CCP Z's statement of "you should never feel restricted from running the best dropsuit you have", "you should always be able to use it once you earn it" in regards to making dropsuits BPO's... will that same philosophy translate over to vehicles?

The topic he covered was mainly about dropsuits. Even the progression system he showed described only dropsuits. Despite the fact that vehicles, like suits, have a PG/CPU, slot layouts, shields, and armor, they are not likely to become BPOs mainly because they are very expensive pieces of equipment that have a much longer resource cycle than a dropsuit. In the hands of a capable pilot, that vehicle will not get destroyed unless the pilot is intentionally trying to do so or is a complete and utter idiot. As a result, a vehicle can last several matches without getting destroyed. A dropsuit has a very short resource cycle in comparison as the wearer will likely get killed in it approximately 2-3 minutes of spawning in.
A resource cycle in New Eden begins from the moment an item is manufactured to the moment it is destroyed somehow.
I will not accept any notion of making vehicles permanent items like the BPO suits.

Like I said, was just a question following Z's philosophy. I have no real opinion on it despite being a dedicated tanker.
However. I could see them doing it and making AV weapons more powerful against vehicles. Would mean that vehicles could be balanced around Vehicle v. Vehicle and Vehicle v. AV without having the "but my tank is expensive" argument thrown or trying the balancing around price thing, which never works. Would be like Titanfall I suppose. Titans can die fairly easily against anti-vehicle weapons but who cares it is free.
Dunno. Had that thought and figured I would ask is all.

1: the modules and turrets will still have a cost
2: Many poeple doesn't even like that they are thinking about making all suits BPO's
2: there's no tiers, so saying that "you can run the best suit that you can all the time" was silly tbh.
