I dislike the idea of only 1 tier. Inly some of your special suits are brought over due to this and you can't stomp.
My suggestion is to have the 3 tiers, but like CCP z said in his little speech thing, to make the levels 1-5 thing easier.
My skill tree would have the same specialized sections as the current proposal, but instead of level 1-5 it would be Basic Advanced Proto. so only 3. BUT before you can get advanced you must get basic level in all the the basic modules. Therefore noobies will be set up to succeed not to fail, AND will learn how to use the skill tree along with tutorials. the three tiers of suits would also cost less then they do now so that they would be accessible by noobs. so, after the noobs get set up successfully in a basic suit, they can go to advanced and then proto very quickly. at advanced they get core skills and other things and a whole new world opens up for them.
I also think suits shouldn't all be BPO's as in my proposed system it is important proto gets balanced by cost. With noobs having Proto at an early stage it is important they learn that proto costs the hard way.
This is what i think right now but i might add more later.

Honestly as a full time protostomper I think the tiered system needs to disappear and never, ever come back.

The removal of tiers was done under the philosophy of tiercide. So instead of getting a suit that was better in every aspect than your previous suit, you would get more specialized suits instead. In this way, you don't end up with any suits you'll never use. Many of us have been asking for tiercide for a long time and many of us who don't know what tiercide is have opposed it.
The whole BPO suits thing does sound weird, but it could totally work with tiercide and shifting the weight of the cost off the suit and onto modules, weapons, and equipment. One of the benefits of this is players will never shy away from using a particular suit. Buying BPO suits may be more expensive though. Also keep in mind that it'll cost ISK to use BPOs in Legion. Them being BPOs just means you'll always have access to them; they wont get destroyed. Is this a good or bad thing? I don't know.

Honestly I prefer a more specialized system when bonuses are tied to the drop suits themselves rather than a fixed skill. That way we can have basic dropsuits get their own bonuses that specialize them into a particular role and have specializations that amplify that role
For example you have your Three basic Medium frames -Cal Basic Frame Type I -Cal Basic Frame Type II -Cal Basic Frame Type II All of witch are unlocked by purchasing the skill Caldari Medium frame Operation LVL 1. The reason to upgrade this skill level is to increase each frames Bonus that is tied to the suit.
For example Cal Basic Frame Type I -Cal Medium Frame Operation skill +4% to base shield health per LVL
Cal Basic Frame Type II -Cal Medium Frame Operation skill +5% to Nanohive ninite repair/resupply per lvl
Cal Basic Frame Type III -Cal Medium Frame Operation skill +5% to Squad WP earned for fallowing squad commands per skill lvl <-(this is just an example of an idea I had for a squad leader suit so just role with it for now)
Each Basic frame would also have a slot count equal to that of our current proto frames -Type I 5 High, 4 low, 1 grenade, 1 equipment, 1 light weapon, 1 sidearm. -Type II 4 High, 3 low, 1 grenade, 3 equipment, 1 light weapon -Type III 5 High, 2 low, 1 equipment, 1 light weapon, 1 sidearm, 1 squad command module slot<-(again just an idea I had just role with it)
As you can see each frame has a basic specialization leaning towards Assault, Logistics, or squad command. specializations or Tec 2 dropsuits would be more skill intensive variations of these three basic specializations
For example Caldari Assault frame 5 High, 4 low, 1 grenade, 1 equipment, 1 light weapon, 1 sidearm. -Caldari Medium Frame Operation Skill +4% to base shield health per lvl -Caldari Assault Frame Operation Skill +10 to Hybrid weapon effective range per lvl
Caldari Logistics Frame 4 High, 3 Low, 1 grenade, 3 equipment, 1 light weapon -Cal Medium Frame Operation skill +5% to Nanohive nanite repair/ resupply rate per lvl -Cal Logistics Frame Operation Skill +5% to shield recharged by nanite injectoer per lvl<-(again just and idea to make the cal logi more shield oriented.)
Caldari Commander Frame <-(name idea role with it)5 High, 2 low, 1 equipment, 1 light weapon, 1 sidearm, 1 squad command module slot -Caldari Medium Frame Operation skill +5% to Squad WP earned for fallowing squad commands per skill lvl -Caldari Commander Frame Operation skill +5% reduction to squad shield recharge delay per skill lvl
^this more like what I would prefer. Of course the exact Bonuses and slot count can be changed for balancing purposes.

the tier system in dust 514 hurts the new player experience as new players are unable to compete with those that are proto stomping.
with what I hope the new system will be your Skill point investment will still give you the advantage without giving the new players the impression that they are hopelessly outmatched.
I don't even know why I bother.

I didn't know the specialization worked like that. In that case yea I think the one tier is good.
