Introduction:
Sovereignty over a District in Legion (home field advantage) should be claimed by controlling a District Command Centre (DCC), which you either pay to have built in a district that does not have one, or you capture from someone else.
The District Command Centre contains the clones and equipment needed in the district, as well as the interstellar communications equipment which allow you to download into clones in that district. It would also have the power generation and computer capacity to power and run any other facilities in the district. It has a massive shield which enemy cannot penetrate, much like a POS in EVE Online.
Like a POS in EVE Online, if the shields are taken down to 20% the District Command Centre will go into reinforced mode, where it shuts down everything else (drone production, clone production, and any peripheral facilities) and puts all power into the shields. This lasts 24 hours, unless it runs out of fuel early.
When the reinforcement timber ends, the District Command Centre becomes vulnerable to attack once again with the shields at 20%, but itGÇÖs refineries will start up again as well, and the shields will start to regenerate at about 1% a minute, provided that the scavenger drones (I will get to them in a minute) are able to gather enough fuel to keep the shield generators running at full capacity. When the shields get over 80% the District Command Centre regains the ability to go into reinforced mode if attacked again.
If the attackers start their attack again when the District command Centre comes out of reinforced, and are able to take the shields down to 0%, they they will be able to enter the District Command Centre and hack the central computer to take over the facility and take command of the district.
Of course if they donGÇÖt have the ISK or resources to defend the district, they can continue to assault it with their mobile Null Cannons. Once they destroy the District Command Centre they can salvage whatever they can carry, and earn themselves a fairly large amount of ISK by selling salvaged DCC components. Then anyone who can afford to build a District Command Centre can claim the district.

District Maintenance:
The District Command Center requires fuel and raw materials to operate, but donGÇÖt worry, you donGÇÖt have to distract yourself with those details. You will have an army of drones to do that for you. (Think ants.) There will be scavenging drones which gather ores which are taken back to the District Command Center and processed into the stuff it needs to run. These scavenging drones will be accompanied by combat drones which attempt to protect them from rogue drones and from hostile players.
If the Rogue Drone population is allowed to get out of hand, they will start overwhelming your combat drones and killing your scavenging drones. Every scavenging drone you loose means less stuff is brought in to run your District Command Center.
Of course enemy Corporations may send raids into your district as well, in an attempt to ware you down by killing your scavenger drones, or if any of your corp members are present, warring down your clone reserves.
If your scavenger drones are bringing in more than your District Command Center needs to operate, it will be added to a reserve until you reach max storage capacity. When your reserves are full, your DCCGÇÖs reinforcement time will be a full 24 hours.
However if your District Command Center is not getting enough fuel it will not be able to maintain its shields at full capacity, and will start to use up its reserves, which means it will not be able to maintain a reinforcement timber for as long, and will slow production of clones and drones. If the reserves run out, the DCC will not be able to go into reinforcement mode, and can be taken immediately.
Your district will build Combat and Scavenger drones, but at a rate of only 10 to 20 per day. If you keep the Rogue Drone numbers down, and you donGÇÖt get raided, the number of drones will build up until you reach the max limit of how many drones your DCC can coordinate. Drones can be purchased if you loose too many, but they are quite expensive. Having to buy too many drones will eat up your profits.
Clones will also be grown in your district. If you run out of clones you will not be able to defend your district, or even go there to fight off rouge drones, or scavenge. You can buy clones as well, but they are also expensive.
If raiders are allowed to get away with killing off your drones, then keeping your District Command Center running can become very costly.

I like it a lot! Definitely gives the drones a purpose, provides some very valuable assets to purchase, deploy, capture and defend. Also removes the need for me to wander the terrain, looking for materials to build my next Thales - just shoot a drone! Also can give corp members a job in keeping the drones in check.
Something that doesn't occur with even current battles: when your team loses, you still get to keep gear and vehicles. An emergency system would likely self-destruct any player and whatever they're wearing (be it a dropsuit or a tank). Anything not active (like an abandoned LAV) should turn into salvage.
A thought on the DCC's facilities: since it can control them, what if the attackers were to hack into them? Having one hacked facility would try to infect the central systems, but all or more would increase that infection rate. That way, the attackers could opt for a stealthy approach and try to take the DCC without having to tear down its shields or clone out the defense. The defense can reboot the DCC system, temporarily disabling facilities and drones for a while (but effectively putting the DCC into full-siege mode, and likely creating a bunch of rogue drones). |

Like the concept so far, might i suggest the ability to somewhat customise your DCC, such as gearing it towards faster drone production at the expense of clone production for example.
THis could be done by simply selecting a different racial variant (Gallente have better drone facilities, Caldari a more efficient shield generator, etc.) or by installing different facilities in a limited number of slots that can lie either within or outwith the main DCC shield. (Within being safer but smaller and less effective, outwith being bigger and more effective but obviously in greater danger of being destroyed. |

Warbarge:
A Warbarge is a large ship, larger than a Battleship, more like the size of an Orca or Freighter. A Warbarge has the unique ability to become a fixed orbital structure. Warbarges are used to transport clones, MCC's and everything else needed to support an infantry incursion onto a hostile planet.
Warbarges are still small enough to use Jump Gates and to dock at stations. They are slow, and fairly tough ships, with very limited offensive capabilities. They have strong ship shields, but are also equipped with heavy duty structure shields, such as would normally be found on fixed orbital structures such as POCOGÇÖs and POSGÇÖs. In order to activate these structure shields the Warbarge must redirect all power away from its engines to power the shields. It can only do this when in a gravity locked fixed orbit above a planet or moon. Once in orbit it takes 5 minutes for the structure shields to fully form. When the structure shields are shut down, it takes 5 minutes to bring the engines online again before the Warbarge can brake orbit and move like a ship once more.
Like the Orca, a Warbarge has a ship hanger. ItGÇÖs ship hanger is big enough to hold several Destroyer class ships. This is important, as once the EVE pilot has anchored the Warbarge, a pilot will not be needed again until it is time to move it again. With a ship hanger, the EVE pilot can switch to a frigate and leave, or switch to a destroyer and provide Orbital Strikes.
It would be nice if the EVE pilot was able to provide other types of Off Map Support from the Warbarge during a battle. It would be nice if the pilot in the Warbarge could see the satellite feed of the battle, and the Tac-Net overlay, as we do on the spawn screen. If an EVE player in the Warbarge could drop CRUGÇÖs, Supply Depots, Turrets and other support, that would be an interesting tactical layer and integration between the games. But this bit could be added in a later iteration.

My expectations for Open World: - The Districts will be open, not the whole planet. - The Districts will be larger than our current districts. - There may have to be a maximum number of player in a district at one time due to hardware/processing restraints. If so, then the number of hostel players allowed to enter the district should be capped at 50% of that number, and the friendly players should be capped at 60%. Total cap takes precedence over hostel/friendly cap.
I never suggested that a reinforcement timber should begin on Damage. I suggested that the reinforcement timber should begin when the shields dropped to 20% as happens with a POS or POCO in EVE.

Covert Ops Warbarge:
The Covert Ops Warbarge is designed for raiding behind enemy lines. Its speed, manoeuverability and stealth allow it to slip in and drop of mercs for a quick raid, and then slip out again. However, due to a limited clone capacity, and not having the space to carry even one MCC, they are not effective for launching full fledged attacks.
- Battlecruiser size, and Battlecruiser levels of armour and ship shields. - Much less expensive than a standard Warbarge. - No weapons. - Ship hanger is only large enough to fit 1 Frigate class ship. - Can run a Covert Ops cloak. - Has Structure Shields, but they canGÇÖt be activated when cloaked. - Structure Shield fully forms in 1 minute. - Structure Shield is much weaker than a normal Warbarge. - Does not carry MCCGÇÖs. (Clones must be dropped from orbit.) - Limited Clone capacity. 50 clones? 100 clones? (Number will be a balancing decission.) - Limited vehicle capacity, and only 2 RDVGÇÖs.

I think the thing I like best about this setup is that it creates a demand for the common man in high end PC Corps. You would be able to take a district with a relatively small group of elite players, but you need people working the fields, so to speak, for those districts to make ISK. The more districts you own, the more people you will need to be scavenging and killing rogue drones in those districts to make them profitable.
It is not passive ISK, yet the Elite players donGÇÖt have to do all the work either. The Elite players can focus on taking and defending districts, while the new and less developed players can generate tax revenue, and be making ISK for themselves, by making use of those districts.
I also love that it opens up the opportunity for raiding.
It would allow any player to have some sort of involvement in Planetary Conquest. New players can go out looking for salvage, and run for their lives when they see a rogue drone, or they can team up with others and hunt those drones. As they gain more skill and experience they can take part in extermination squads that sweep districts eliminating rogue drones. As they progress farther they can start raiding the districts of other Corporations, or helping to drive off raiders in their own districts. At the high end you will have raiding (Pirate/Viking) Corps that will loot and pillage districts for fun and profit, possibly even destroying infrastructure for greater loot. Finally at the top end you will have the elite fighters and the empire builders who will concur and control districts.
There may also be other variants on this. You might have someone who has crappy gun game, but lots of ISK from playing the market, who hires mercenary Corps to do all his fighting for him, and uses Pest Control contracts to generate ISK and keep rogue drone counts down.

But I do agree that EVE pilots should be able to own districts. Come to think of it, there are EVE characters in DUST 514 right now who are CEO's and Directors in corporations which own PC districts. My EVE pilot was one of them for a short time. But to your point, I think EVE pilots should get the same access to the District Management interface as Legion mircs do. When I owned a district I had to use my DUST character to manage it.

If having too many drones moving around in the district causes performance issues, then the scavenging drones that gather resources to keep your DCC running, could be replaced by extractor heads placed with a Planetary Interaction type of interface.
Might tie into this guyGÇÖs concept.

Hiring a Warbarge:
A Corporation or group of mercenaries intending to raid or attack a Planetary Conquest District must either own a Warbarge, or contract one. An EVE player who owns a Warbarge can make ISK by contracting Warbarge services. The mercenaries create a contract specifying a start time and an end time between which the Warburge must be in anchored over a specific district, and the ISK for the contract is put into escrow. The EVE pilot accepts the contract, flies the Warbarge to the designated district, and anchors it. At the start time designated in the contract, if the Warbarge is in place, the EVE pilot gets half the ISK. If the Warbarge is still in place at the specified end time, the EVE pilot gets the remainder of the ISK. (The merc who created the contract may also click a "Complete" option, to allow the EVE Pilot to leave early without forfeiting the pay.) If the Warbarge gets blown up and the EVE pilot is not able to fulfill the terms of the contract, the EVE pilot will not get paid and the merc who created the contract will get his ISK back.
A Legion Corp that has a relationship with an EVE Warbarge pilot in the area might be able to setup a 1 hour contract with a half hour of lead time for a quick raid on a district. While a Legion Corp with no EVE connections will have to plan ahead and set a much longer lead time incase no EVE pilots take the contract right away. So they might set it up to ask that the Warbarge be anchored over a specific district between 16:00 and 18:00 the following day, or in three days. If this time is not convenient for the EVE pilot, they might anchor the Warbarge in place much earlier in the day (10:00) and then come back and get it sometime after 18:00. There should be plenty of EVE pilots interested in investing in Warbarges, because it is essentially: fly ship there, anchor it, leave it, collect ISK, come back later to pick up Warbarge. Of course in Null Sec, and in Low Sec if it is a long trip, the Warbarge may need an escort to protect it until it is anchored.

One comment: wouldn't the contract system be a giant giveaway? Let say corp A wants to attack corp B, and puts out a warbarge contract to dock over corp B's district @18:00. Wouldn't that be visible for everybody, including corp B? It would be easy to check when the contract disappears (I.e accepted), and just wait there with a huge fleet to bomb it to hell the moment it arrives? Or did I miss something?

I think the CCP Dev that designs PC should definitely look at all the detailed PC suggestions threads and particularly watch for the commonalities between them. Even where our approaches differ, they are often just different approaches to tackling the same core issues.
