Quick question does CCP give you kick backs? Perhaps it might have something to do with how CCP presented EVE: Legion.
CPM heard about EVE: Legion from CCP before the massive PR fail and thus their opinions are unaffected by it.
Also, there are no "laws of statistics". They just don't exist.

Assuming that, like the OP has claimed, 1/3 of the Dust 514 community is against the idea of EVE: Legion, there's a roughly 12.5% chance that a randomly picked group of five people from the community would unanimously support EVE: Legion.
It's not a very large number, but it's significant enough to be plausible.
