I read Custom PC for info on putting PCs together. I've built my own PC twice in the last 5 years, and I used to be a sysadmin and PC builder so I take a lot for granted, but I would recommend this magazine if you want to do your research and get to grips with what it's all about.
The choosing of components and assembly part is pretty much always the same no matter if you're trying to build a budget gaming rig or a -ú2000+ monster.
Or you can just buy one ready-made, gone are the days when it was a lot cheaper to build it yourself. This mag will still help you figure out what to buy in this case.
For example, they have a regular section that specifies *exactly* which components to buy to put together your own PC, and how much each component will cost you from a specific supplier. April's edition shows a budget gaming PC that you can buy components for at -ú641. This is capable of playing the latest games at maximum settings on a 1080p monitor. (Any higher resolution and you'd have to scale down the settings, game depending)
You may have noticed I used GBP as currency there - I'm in the UK and this is a UK publication I believe, not sure of its availability elsewhere, or whether there are equivalent mags in other countries, but I trust this one, I've used it to build my last two PCs, and I'm the sort to do weeks or even months of research before any large investment on my part, so I can highly recommend it.
They're even offering a How to build a gaming PC free guide right now if you subscribe for a pound for three issues. http://subscribe.custompc.co.uk/free-downloads/how-to-build-a-gaming-pc/. Just remember to cancel your subscription if you do only sign-up for the three issues plus guide, as it's an auto-renewing subscription that will start charging you full price after three months if you don't cancel.

As Maken said, I wouldn't start research now, no idea what the specs will be and PC components are superceded every 6-12 months, so it's an ever-changing landscape. I tend to build budget - mid range PCs, and then expect to replace pretty much the whole thing in about three years. Upgrade paths can be problematic due to different components requiring different other components - if you leave it too long. YMMV.
I would also advise that you don't buy the latest components unless you truly want a monster rig and money is no object. Last year's equivalent components are still very very capable, probably all you need, and prices drop very quickly.

TL;DR
Pick up some PC magazines off the shelf of your local store, have a read, check em out, and familiarise with PC components. Read PC gamer forums. Decide whether to build your own or buy a rig. And perhaps not bother until Legion *at the very least* has a green light and some form of alpha / beta dates.
