No, it will take too much development effort, they have to focus their resources on the majority and maybe in the far future focus on the smaller groups.

Please, how many times must we tell you that this is just a prototype?? If the project gets greenlit, I am sure that CCP Rouge will hire a Cateziation Director for just this kind of thing. Right now it is out of scope, however.
Unacceptable, cat gameplay is part of the core mechanics, and should be a part of the prototype!
