The relevant skills for Dropsuit Command, Vehicle Command, etc could be added to the EVE skill list, as well as the Valkyrie skills. The fitting style skills would be shared across all three games. If someone has a Legion character with Electronics trained to lvl 5 then they would receive the full benefits of that skill in all three games. This has the advantage of promoting play across all game systems as a character already has a start in the other games. Some skills could be rationalized across all three games others would be split out. There may be some value in separating out Shield Operation into Dropsuit Shield Operation, Vehicle Shield Operation and Starship Shield Operation or alternately it could remain a single skill that affects all three classes of modules.
A character could access their skill queue from any of the three games and train skills for any of the three games from it.
Skill gain would utilize the EVE time-based mechanism. There would be no SP rewards for combat but that really has no place in a sandbox game anyway. The motivation to fight should be driven by the sandbox, not the SP rewards. This would obviously pose a challenge for how the Dust skills are migrated but it could definitely be handled and the difficulty of migrating the Dust skills should not be the primary factor in deciding the skill mechanism for Legion.
With this change it would probably be a good time to get rid of EVE characteristics and implant characteristics bonuses as they do not add anything of real value to the skill system and many people have suggested dropping them.
I'm not sure if you play EVE or not, but the skills do affect the skills you are training. For example: If your Charisma is above 20, then training your Social Skill will take a shorter time.
I actually think having the same toon across all three games is a terrible idea and can be exploited easily.
Let's say in EVE I wanted to train up to fly a Battlecruiser. So I que my racial skills (Destroyer, Cruiser, BC etc.) while in Dust, I use the same character to train the secondary skills I would need to pilot it (Missile skills, etc) and use my Valkyrie character to train up the tertiary skills needed. I can see it taking away the long skill training down to only a week.
Or I could use this same system in for my Dust Bunny.
If you mean that you can access your pilot in EVE from Legion to change their individual skills tree then I am all for it.
However if I remember from the Dust 514 Progression, didn't they want to throw out the 5 level skill nodes for Legion? If that's so I don't see this idea working.
Edit: Forgot to mention, taking it down to one week would be to fully fit a BC with appropriate modules and skills to make it efficient
