The stated bonus is an increase in turret rotational speed. Tests on several characters with a wide variety of skill levels from zero to four produce no change in turret rotation speed.
Note that level three is required to access any turret fitting optimization. If you need to reduce CPU/PG usage (3%/level) then proficiency must be at level three. Past that, the most expensive part, it is utterly worthless and just another waste of SP.
I sent a trouble ticket in requesting a SP refund for the 432,300 SP and I got a polite reply saying tough, we know about the problem.
As this problem has existed in this form since 1.7 I would guess that it will never be fixed. So don't waste your time trying to get CCP to do the right thing and refund SP on non-functional skills like I did. Just assume it will never work and spend the SP where you will get some benefit.

Your message might have said "sorry, no refunds" but mine was different times of speed with different characters and speed. I got a reply that said "that test isn't as good as it could be because you used different tanks." So I ran the test again. Again, I recorded the speed and went frame by frame in movie editor to get the time this time using a Sica and Militia Railgun/Blaster with three separate times. Next message was "thanks, we sent it to quality assurance."
So you may have gotten "no refunds" but at least you didn't get told run the tests again like I did.
