The only answer you are going to get is that Dust will stay connected to Tranquility for the foreseeable future. That's as transparent as you are going to get, because no other decisions have been made yet. Nobody from CCP will speculate for you. The single most likely occurrence is that Dust will shutdown once Legion gets within striking distance of closed beta. This is because the all the people who (1) believed in the original vision of Dust, (2) love EVE lore but prefer FPS games, or (3) were just waiting for character transfer will leave for Legion. Dust won't maintain a minimum playerbase for matchmaking, and CCP won't have the desire to support both a "good" shooter and a "bad" shooter simultaneously. Less likely, but plausible, is that CCP allows Dust to keep going indefinitely. This pretty much would require a cult following that keeps playing and keeps buying AUR. Then CCP will have no reason to turn off the lights, since the maintenance will pay for itself.
