You read that wrong Atiim, let me highlight the words that are the most important there.
Those passages are non-commital. That measn this is what they would like to do, not what they ARE going to do, there is an entire world of difference between the two.
That right there is very carefully worded so as to not be concrete in any way shape or form.
Basically it is like him saying;
"I would like to promis you that..."
That isn't a promise, it is a wish to be able to promise.

Here let me elaborate, I will write synonymous sayings right next to what was said:

They aren't even sure if Project Legion will happen or not.

ISn't that just the most insulting thing though?
Dust 514 was definately shelved and it was for something that is not even for sure yet.
