It isn't a question of "will CCP transfer our stuff?" it is more of a question of "how the hell are they going to do it?" If Legion was the same skill tree, boom, perfect. Easy. The damage done to the game with people just sending off messages of "don't buy anything from CCP" would be more than just having people 20, 30, 50 million SP ahead of everyone else. If the game has a good NPE or training experience that it can separate the protobears from the militia guys than being ahead won't matter. With how matchmaking is supposedly going to work, giving you a meta level that determines where you will be placed, it means that it is unlikely you will see many people running the equivilant of prototype gear early in the game because the only people that are going to have that are us veterans. If we want to play with new people, we would have to use lower level meta stuff. The advantage is then our better fitting variety and, assuming they still exist, passive skills like a better radar and the like.
The "how the hell part?" is the best question to ask and the most worrisome. The system is transferring over to an entirely different system where we will level up Roles rather than individual skills. This likely means having Caldari Logistics 5, Nanohive 5, and Repair Tool 5 will be equal to going so deep into the Logistics role. That really isn't a "you now have points in these skills" thing. If getting so deep into the Logistics role costs 2 million SP whereas the equivilant now would be ~4, they can't just give us our SP because we start to run into the free lunch thing.
But maybe we should get the free lunch thing. I have about 33 million SP. I have been playing for about 14 months now but I did take a lengthy break in the game. I have that much SP because I ran boosters 24/7. If you short someone with 33 million SP, you are shorting them the time investment they had in DUST. If you short my 35 million SP or someone's 50, 60 million SP, you are shorting them in the money they put into DUST 514. It is a fustercluck beyond what the devs want to admit. It isn't an easy answer but, well, see my signature.
