Dust is a reference to a prayer that says "ashes to ashes, dust to dust". Supposedly the reference also originated from an Eve Online novel or Eve Online Chronicle where an Amarrian soldier said "Ashes to ashes, dust to dust. Now you can't return to dust." Supposedly that soldier said it to a Dust mercenary who became a clone. Amarr society forbids cloning.
Legion is another biblical reference in which Jesus ran into a man in the woods who was mutilating his body and speaking in strange languages. When Jesus asked who he was, the man said "I am Legion for we are many".

This could also be part of the reason CCP isn't sure how character transfers might happen. I'm no legal expert, and I certainly don't know the terms of whatever agreement CCP and Sony have about Dust, but Sony probably made it very hard for CCP to do much with the game outside its platform (I would if I were them).
CCP has to be very careful what they do with this stuff - If they make Sony angry, they could face legal action.
No. CCP still had the freedom to develop Dust for other platforms regardless of the contract. CCP even stated last year that there was nothing in the contract preventing them from exploring other platforms. They tried to get Dust on the X360 but later realized that Microsoft was just as greedy as any other company in the world today and that Microsoft also didn't like the fact that they couldn't control CCP's servers. It could've been on the Wii as well but we all know that thing is no where near FPS worthy.
